Updated Sign the Bilateral Security Agreement (BSA) with the United States.

Background

Afghanistan and the United States worked out a Bilateral Security Agreement (BSA) in 2012 that provides a long-term legal framework for their relationship as the U.S. withdraws. A key section provides “legal immunity” in Afghanistan to U.S. troops if any are accused of crimes committed during military operations, but they will be tried in the United States courts. Afghan elders last fall urged President Hamid Karzai to sign it, but he has refused, leaving it to his successor to sign.

National Security Adviser Hanif Atmar and US Ambassador James B. Cunningham signed the Bilateral Security Agreement in Kabul on September 30. Under this agreement 9,800 American troops will remain in Afghanistan after 2014 to train Afghan National Security Forces (ANSF).

Economic advisor of of the President Ashraf Ghani Omar Zakhilwal has said that Pakistan for the first time agreed to allow Afghan cargo trucks to go to Karachi Port. Previously these trucks were allowed only in Peshawar. Zakhilwal also emphasized that previously it was taking one month to transfers goods from Afghanistan to Karachi, but now based on this agreement it will take only one week.

There are an estimated 2.4 million Pashtun nomads (Kuchi) in Afghanistan. Kuchi are always on the move following the seasons with their livestock in tow. Recent Clashes in Wardak Province between the Kuchis and local residents resulted in casualties and damages to both sides.

Background

The Kabul-Kandahar Highway has remained one of the most insecure roads in the country. Taliban target passenger and commercial vehicles on a regular basis. Many attacks and abductions along the highway have been reported in Wardak and Ghazni provinces. Many highways throughout the country remain dangerous for travel and commerce.

Musa Khan Hotak, the director of negotiations of High peace council said that the peace talks will begin with Taliban in Qatar next week. According to him, in these talks peace negotiators will be from the High Peace Council, the Taliban, and some People from the Pakistani Gov’t. The agendas for the talks remains unknown, it is unclear who on the Afghan delegation will be part of the talks and the Taliban have not yet commented on this announcement.
